I've noticed similar redrawing problems in IE. In general, IE seems to have problems with background images. For instance, if you use small/thin images (repeating) for backgrounds, IE takes much much longer for them to redraw.

My first recommendation would be to look at that background image you're probably using for the side frames. If it's only 5 or 10 pixels tall that might be the culprit. (well, IE's the culprit, but that might be what is triggering the problem) Expand that so it's 50 pixels tall or so and give that a try. That might not do anything, but it's somewhere to start.
